HDB asked for HFE documents by 25 September 2026. That date has passed. Check your HFE status with HDB; we cannot promise participation.
HDB’s announcementIncome-ceiling change
For HFE applications from 24 August 2026, the general ceiling for eligible families rises from S$14,000 to S$16,000; for eligible singles aged 35+, from S$7,000 to S$8,000. Flat type and scheme conditions still apply. Check HDB’s annexes and your HFE, especially for 2-room Flexi flats.
What does “3 applications per flat” mean?
It describes how crowded a published applicant category is. It does not mean you have a one-in-three chance. Quotas, priority schemes and the ballot affect who receives a queue number; getting a queue number and booking a flat are different outcomes.
Compare the same flat type and applicant category. A figure during the application window can change. Check the source’s as-at time before comparing it with an older closing-period figure.

November 2026: the rules behind the ballot
Base entries: eligible FT(PMC) households get 3; other first-timer families get 2; second-timer families, seniors and first-timer singles get 1. HDB assesses the category; being a first-timer alone does not establish FT(PMC) eligibility.
From October 2024, qualifying first-timer family failures for Standard BTO flats count towards extra entries. Two unsuccessful Standard applications give one extra on the next Standard application; three or more give two extra. This route excludes Plus and Prime.
A non-selection count can forfeit accumulated extras. Waivers and other consequences depend on HDB’s rules. Your BTOMG streak or lifetime application count is not a count of qualifying failures.

First-timer families with or expecting children receive an extra entry per Singapore Citizen child aged 18 or below, for BTO and SBF. This change is not active for November 2026. The existing five/four totals for Standard failures are not an established overall cap under the new rule. Check the exercise-specific conditions when applying.

Make the trade-offs visible
- Published prices are a starting point. Check the flat, lease, grants and financing against your HFE.
- A shorter wait may matter more than a lower application rate. Check the published waiting time and your current housing plan.
- Check the location and the scheme conditions. A lower rate alone does not make a project a better fit.
